OJO AL PIOJO! 10th International Children's Film Festival

RULES FOR CONTEST

The Rosario Audiovisual Center of the Ministry of Culture and Education of the
Municipality of Rosario invites you to participate in the tenth edition of Ojo al
Piojo! International Children's Film Festival to be held during the second half of
August in the city of Rosario, Santa Fe, Argentina.
Local, national and international audiovisual productions aimed at children bring
together different ways of being and inhabiting the world. Both short and long
films promote knowing other geographies crossed by their humanity and
encourage dreaming and imagining. All of them encourage the multiplicity of
voices and looks, cultural diversity and identities. Short and full-length films from
different corners of the world give shape to this festival that for 10 years has
been offered as one more link in the sustained construction of a more friendly
and inclusive community.

The Festival has three (3) competitions:

  • Short film competition made by children and adolescents
  • Competition of short films made by adults
  • Feature film competition

IMPORTANT
The festival will be held in person and streaming. After a show in the theater, the
films will be shown online for a maximum of 48 hours.
All exhibitions in the room are subject to the sanitary provisions established by
the corresponding national, state and municipal bodies.

1. BASES
1.1 Works aimed at children, carried out from January 2019 until the closing day
of this call, can enter the festival.
1.2 Feature films and short films that have not been part of the programming of
previous editions of the Festival are admitted and preferably are not available on
VOD platforms.
1.3 The films can be registered until 11:59 p.m. (Argentine time) on June 20,
2021 through the Festhome platform: www.festhome.com.
1.4 The festival does not receive entry fees. Non-Argentine long films or short
films pay the rate set by the Festhome platform.
1.5 Short films of up to ten minutes (10 ') in length and feature films of up to sixty
(60') in length can be entered.
1.6 The file must be uploaded with a .mov or .mp4 extension, resolution 1920 x
1080 px, H264 encoding with quality up to 5 GB for short films and up to 20 GB
for feature films, without a watermark. The file must be available for download for
selection purposes.
1.7 The works must be spoken or dubbed into Spanish. Subtitled works are not
accepted.
1.8 The quality of the file sent must be checked at the source, guaranteeing
audiovisual legibility. If you do not comply with this requirement or manifest
technical failures that prevent your viewing, you will be automatically disqualified
from the contest.
1.9 The works registered by distributors must provide contact information for the
direction and / or production of the film.
1.10 Whoever registers the material authorizes the free use of up to ten percent
(10%) of it with a view to the promotional exhibition of the Festival.
1.11 The festival does not pay a screening fee.
1.12 All works are evaluated by the Selection Jury.
1.13 The registered material will be considered a final copy. For the Feature Film
Competition, those who are selected must send a copy in DCP for the screening
in the theater (at no cost to the festival).
1.14 Once the selection of feature films has been made, the production of each
film is asked for the Premiere status with which it will be screened at the Festival
(international, continental, regional, national or local Premiere).
1.15 Long and short films that do not meet the requirements set forth in these
bases will not be registered. Likewise, the Festival will definitively resolve any
eventuality not specified in these regulations.

2. COMPETENCES
2.1 Competition of short films made by children and teenagers
It contemplates works where girls, boys and / or young people have participated
in the integral production and that represent ideas and genuine interests of
childhood.
2.2 Competition of short films made by adults and adults
It includes works that express content intended for children that do not promote
violence in any of its manifestations and that do not violate the Convention on the
Rights of girls, boys and adolescents.
2.3 Feature film competition
It includes works that express content aimed at children that do not promote
violence in any of its manifestations and that do not violate the Convention on the
Rights of girls, boys and adolescents.

3. JURY
3.1 Selection
The Selection Jury chooses the short and feature films that make up the
Competitions.
3.2 Awards
The award jury is made up of girls, boys, adults linked to audiovisual production.
It awards the prizes of the Competitions and special mentions in those areas that
it considers.

4. AWARDS
The festival awards a diploma to the winners of each competition.
4.1 Award for the Best Short Film made by girls, boys and young people
4.2 Award for the Best Short Film made by adults.
4.2.1 RAFMA Award Edgardo “Pipo” Bechara El Khoury, for the best Argentine
short film.
4.3 Best Feature Film Award.
4.4 No award will be void. No shared prizes are awarded.
4.5 The decision of the Juries is final.
4.6 All unforeseen cases will be resolved by the organization.

5. CINEMATECA
All the films, short and long, presented are incorporated into the Cinematheque
of the Rosario Audiovisual Center of the Ministry of Culture and Education of the
Municipality of Rosario to integrate the Film Festivals Collection, guaranteeing
their preservation.

6. TERMS AND CONDITIONS
The mere fact of participating in the Contest implies the tacit and total
acceptance of the regulations.
